Question

Is it still alliteration when the two words start out w/different letters, but the diff letters have the same sound? For example: is "Sin City" alliteration b/c both words have the soft S sound, or is alliteration really so specific that only a title of "Sin Silly" would work?

And why am I asking you guys, you may wonder? Because I might possibly kill myself actually looking for my old college grammar book. The dust, the piles, the scariness that is my bedroom! Oh, and because you guys like me :D

Alliteration consists of repeating the same consonant sound, so it doesn't matter if the words begin with different letters. As long as they have the same consonant sound, it's alliteration; sin city, therefore, is an example of alliteration, yes.
